Companies that take to long to fill positions are caused by unreasonable, arrogant, and dysfunctional people who are to picky about th type of candidate that they think they're going to find.

Visible hint that things are not well on the inside

I had a conversation with several recruiters who had clients that were posting certain positions again and again on the internet job boards. These people revealed what I knew was that inside these companies were COMPLETE CHAOS AND DYSFUNCTION. When a company is functioning, these positions get filled and stay filled.
